For years I’ve watched Republicans in Congress support conservative positions, arrange procedural votes so they can say they voted for the conservative position, and then somehow there is never a final passage. Either the conservative favored position is included in a bill full of items Republicans are going to vote down anyway or it never comes up for a final vote. Republican Congresscritters are masters of obfuscation.
All true, but McCarthy doesn’t get a say unless the President objects. It’s a committee vote.
The Speaker molds voting and punishes. The House Majority Leader is far more vulnerable and knows where the majority of members stand.
