When I was active duty, and a DoD contractor, we all had CAC cards, and they are used today.
The CAC is needed to log onto your government computer and e-mail accounts. You also need to supply fingerprints when it is issued or renewed (the fingerprints are recorded electronically), and these are stored within your ID itself and a database system. The CAC also contains official records.
This technology and system has been around for a long time in government (well over a decade).
It would take some doing to issue a National ID, but it could be done along the same lines.
Per Biblical prophecy, I can see the CAC being easily eliminated and replaced with a biometric "mark" on your body in areas without much soft tissue. Oh, lets say your hand or forehead.....
