My oldest brother works for Chevron, going on 50 years, he’s been all over the world. A couple decades ago, he spent some time working in Nigeria. Said it was insanely corrupt.

And Nigeria is one of the better-run countries in Africa. It goes downhill from there.
I liked the story in the OP about the guy's who would fill a big pothole with rocks -- for a fee -- so you could drive over it. Then they'd dig the rocks back out and wait for their next customer / victim.
