They may have been though probably not. They had their hands full of normal flights. And, they'd rather not get entangled in all the rules and regs of officially dealing with such goings on. For two weeks civilian ATCs saw transponderless blips on their screens moving about in an implausible manner and they just ignored it??? Never even any concern about malfunctioning equipment???

They might have insured sound equipment.
However, say in 10 years on such a job you and your supervisor had experienced 300+ cases that virtually all were not worth bothering with. Why bother with this one?
