Why not kick out the bad students instead of the good ones?

In a perfect and just world, that's exactly what should happen, but in reality, educators will go for the easiest solution, which is do nothing.

Suspension (& perhaps prosecution) and/or sent to a “school for the bad apples” used to work just fine. Should still.
At any rate, removing the victims of thugs makes as much sense as pulling out the grass so the weeds can take over the lawn.
