I think I know what went on at the HDOH that caused this problem, all the documents from the various regional registrars were delivered to the main office where they were placed into heap, and every once in a while, someone would come along and sort them into piles, according to their geographical location of birth. Then a pet monkey, belonging to Onaka, once a month, would toss the baskets in the air, and the certificates would be numbered in the order that they landed.

The collected the birth certificates unti the end of the month (Verna Lee who was there said they did this).
The separated them into geographic regions ( Verna Lee said they did this)
The alphabetized them by last name.
The numbered them.
