They’re killing off Carl so Rick will spare Negan. Nothing else would allow it to make sense in the TV universe than a promise to his dying son. Too bad one of the others won’t say, “Well, I didn’t promise!” BLAM!
Negan is spared in the books, anyway and Carl becomes his sort-of best buddy.
