Yeah, there could be at least some interaction with an operator:

And if they’re not talking about about individual words, they’re contradicting the statement about prepared responses.
I suspect it’s a combination of things. It probably looks for keywords in the question and matches it to a canned response, possibly with help of a person on the handy wifi connection.
