The kid is in the middle of a growth spurt. His body is putting its energy into growing taller and getting bigger feet, not building muscle mass. The muscle will come.

Maybe I should have said muscle TONE.
I didn’t intend to say he should be building muscle mass at his age.
Activities like weight training aren’t recommended until the ages of 16-17 depending on the individual.

Physical activities such as running, swimming and calisthenics (push ups, pull ups, sit ups, squat thrusts, etc.) are just what a growing body needs.
The mass building activities can wait for the appropriate age.
