It seems to me that any slow-down would later be compensated with a speed-up to conserve energy. Not saying that the slow down wouldn’t cause some effects. And maybe the speed-up again would do the same.
Well, that's one way to be sure: simply state that it's going to be one or the other ... 50% either way (with 100% certainty of finally being correct).
The solution is obvious:
A global tax to stop the slowing rotation of the earth.
It’s too many people.
When islands like Guam tip over, it causes the earth to bulge.
Don’t you know anything about settled science?
Clearly Planned Parenthood needs to be put in charge of the solution.
We need to build a GIANT bottle Rocket, Secure it to Mt. Washington, and set it off. That should help speed up the rotation.

I knew this was going to happen when we added so many leap seconds ...
My long fossil fueled commute is at fault somehow.
We should publicize that carbon dioxide in the atmosphere acts as a lubricant and helps to keep the Earth spinning at constant rate avoiding any earthquake producing slow down.
Anyone who dares challenge this assertion needs to be labeled a rotational denier and must be shunned, exiled or potentially executed for their heresy.
And we will need $ for further studies that will reconfirm our settled science. Lots and lots of $$.
