No it doesn't. Based on actual reports not fairytales, it appears Mueller and Rosenstein were directly overseeing the original "investigation" of Uranium One, but let the deal go through anyway, without alerting anyone of all the bribery that had been uncovered.

Sessions has also stated that he only found out that Rosenstein had hired Mueller as special counsel when it was announced by the press.

Sessions has further testified to Congress that he is recused from this investigation and is leaving it up to Rosenstein as to whether it will be investigated at all.

Bottom line, only Trump associates have been indicted, while Trump screams body murder on Twitter, despite all these bizarre claims that Trump isn't actually being investigated. A more likely guess is whoever is originally responsible for these "Mueller is a great guy" theories is waging a liberal psyop on the weak minded that want to cling to faint hope of the likely impossible.

I can see this as plausible all but for the one key milestone that had to occur had to be initiated by Comey. Comey appears to be as dirty as they come, so he could have not been in on the plan to investigate and expose the corruption, but he in his own words he said his leak about his fake allegations is what prompted media and in turn a congressional call for Rosenstein to appoint Mueller. So then how could the good forces acting here in this scenario have anticipated Comey to be the willing key participant? What if Comey had not have leaked, what if Comey just walked away knowing he was toast, why would the Trump team expect Comey would play along ?
