In terms of expense vs box office the worst film of all time is probably either Ishtar, Heaven’s Gate, or Cleopatra (depending on how you convert dollars from different eras and measure distribution/promotion costs).
Cleopatra was not a huge money maker, though it did eventually turn a profit, but it was the highest grossing film of 1963. Can’t really call it a flop.
