If many lawyers got their way it would be. You may not hear much about it, but the Commonwealth (Canada, the UK) struggle with defamation chill. Essentially anything said, can be construed as defamation, and lawyers use this law to chill critics. We have even had political heads use these laws to chill criticism.

I’m no legal beagle but that letter is a hoot.
Just guessing I’d say Carlson and Fox Legal are not going to be intimidated by it. :)
