Those ~100 bursts seem to have a very tight shot to shot period. Likely tough to accomplish with a bump-fire stock.

The FBI and LVMPD talking heads are not sharing much and likely just throwing stories out to see if it quells the waves.

They are not helping their case for competency.

A person can only hope, if the FBI et al are truly stumped, that they would be looking at the things the amateur/pro non- government sleuths are going over - audio, video and anything else.

In this case, they have no reason to complain that conspiracy theories are blooming.

Based on comments in the video regarding the firing rate I calculated about 560 rounds per minute, at least for that one 8 round burst. Wikipedia claims a firing rate for the M16 of 700 to 950. That makes the "bump stock" and incredibly effective device.

I'm sure that Kalifornia, if they haven't already, will outlaw having a spring attached to the butt stock of a rifle. It's certainly more deadly than a three-ounce plastic pistol grip, or a folding stock, or a flash suppressor.

Of course, anybody with a 3-D printer and a spring will be able to make one if they thought it necessary or helpful.

We will never know the truth. The feds probably do or will. The public is never permitted to know what actually happened in these things if they can be misdirected or covered up. There may be no political reason even, it seems to be a matter of principle that the herd may not know the true actions and natures of the wolves.
