SilvieWaldorfMD : "..She’s retired. She wanted to help."

I disagree with your statement.
She's 'in between jobs', and wanted to contribute the most good for those in need.
She is an earth-bound angel, humanitarian, and an altruistic person who is willing to forgo the modern conveniences to help others less fortunate.
You have been blessed with her persona and generosity.

They were talking about this on the morning show I listen to. They said reports are coming out the unions in Puerto Rico are stopping the volunteers down there from driving.

” No ATMs, no Cash, no Credit Cards working, No Power (75% of the Island), No Running Water (60% of the Island), No Gasoline, No Diesel”

This is an outrage. Everyone knows that Rome was built in one day.

Yep. The powers that be don’t want the sheeple to be awake. Bread and circuses - don’t worry, be happy.

It’s always good to start with the for sure and most likely situations, and then the less likely.

What I dislike the most, is that the Government has all these elaborate preparations for themselves, but totally abandoned civil defense preparedness for the citizens.

I saw a recent TV program about a small town in MO. Prepper type guy moved to that town, and talked up various aspects of the need to be prepared. He was sort of the local eccentric to most of the people.

A disaster happened, and people became believers. Now he has at least talked the Mayor and city council into considering how to prepare for an EMP locally. One of their first steps was to buy transponders and store them, not sure what else they are doing.

I should add that this is the solution - start the ball rolling at the local level - the national level is not going to cut the mustard.
