Mao and the Communists created a world where materialism was the only god. They also destroyed all bonds of civil society and anything outside of government, and made politics preeminent among all things. Finally, they also made government extremely bureaucratic and corrupt. So they attitude is simply - take care of me and mine, and money is the only thing that can be counted on.
