A venue of that size probably has med and security personnel on their staff and some sort of food service capabilities. They are probably no where near adequate to deal with a large multi-day/week shelter operation.
When renovate is was probably renovated to maybe handle a day long conference or event where they would serve lunch and provide your standard stadium public toilets. We saw what happened at the Super Dome and Convention Center during Katrina when you have large numbers of people and inadequate food and sanitation (ie showers).
