A Certificate of Live Birth is nothing more or less than a computer printout of the most legally relevant information that is on the vault edition. If any state’s COLB can be used to obtain a U.S. Passport than it is good for other official legal purposes. Hawaii’s COLBs could be used to obtain U.S. Passports in 2008 and in 2012.
A COLB was what was released to a person requesting birth documentation. Since the “birther” controversy Hawai’i has changed the name to “Certified Copy of Birth” for what they release to any applicant seeking a copy of their “birth certificate.” There are no more COLBs nor is there long form/short form confusion.
Both Mitt Romney and Donald Trump released copies of their respective Michigan and New York short form computer print out birth certficates as well.
If any legitimate, official legal authority had ever needed to see the original, vault edition Obama birth certificate for themselves, Hawaii Revised Statute 338-18(b) permits inspection by “a person whose right to inspect is established by an order of a court of competent jurisdiction.”
