My opinion is that the woodpecker was experiments by russia into possibilities for over-the-horizon, wideband, HF wavelength pulsed radar or possibly doppler radar.

Before the Internet, I used to SWL all the time in my backyard with my trusty Grundig (which I still have today). I used to always pick up transmissions like this and they would sometimes send shivers up my spine. It is definitely code for something and likely, as others speculate, they were codewords for spied embedded abroad.
Many years ago, there was a TV show called LOST in which a plane crashed on a remote island and the survivors stumbled upon a transmission station that kept reading off numbers interspersed with tones. Somehow they got brainwashed into thinking that they had to keep the transmission going at all costs or else something very bad would happen.

The woodpecker is no more. It is located near Chernobyl. It was an over the horizon radar station operating around 28kHz.
