There must be something in his ‘contract’ that says he must/should cooperate in an investigation and be ready to testify to same.

If he doesn’t want to talk to the Investigators, maybe the people that the Investigators work for could arrange for the uncooperative witness to NOT receive a check from the city until such time as he cooperates

If a civilian shot another civilian, and then declined to talk to investigators, does anyone here think that the DA would just say OK, and move on? Or would an indictment immediately follow?

In the absence of a positive, articulated reason why shooting the lady was legitimate, indictment for murder should follow.

Nope. Suspended with pay and he is under no obligation to talk to investigators.
