The author of the story somehow expects Noor to make a public statement.
That is a foolish expectation.
As for if Noor will talk to the review board, the police of DA, that is up to Noor, his attorney and the Bill of Rights.
But, I suspect that Noor and his attorney understand that he has nothing at all to gain by talking.
