The only thing that might even come close to cause such a response is if she was grabbing for the driver officer’s sidearm. Even that is marginal. Way too little information so far.

Answers need to be swiftly forthcoming from the police department; shooting inoffensive unarmed civilians cannot go unexplained. The "Blue Wall of Silence" simply won't do in this situation. If cops lose the trust of the civilian population, their job becomes exponentially more difficult.
OTOH, if the plan is to turn our society into a police state, then we should continue in the current path.
There's your problem right there, two cops sharing one gun.
