What I read here is a rearranging of the bureaucrats at the top.
I see no firings, removals or changes in policy which is what a lot of folks out West and some of us beyond would like to see.

It is almost impossible to fire a bureaucrat, you just have to make them so miserable that they quit on their own.

It is my understanding these people cannot be easily fired. Reassigning troublemakers to insignificant positions is a good move to start. It could take months to fire these people. It ain’t right, but that’s the way they do it.
As in, taking kings off their thrones and putting them to cleaning "thrones".
How many months will they put up with counting paper clips before they quit? Meanwhile, the damage they can do is very small.
Nope. Zinke is making lemonade out of a lemon. He can’t fire civil servants without cause. So, he transfers them instead. The bulk will quit rather than leave the DC hive. Many, but not all of those who remain are performers who will thrive on the change and opportunity. These are the people he wants to keep anyway.
