Yeah I would think no Carter would have the best results.Indeed. no Carter, no Department of Education and no progressive takeover of our education system. At least not as early. Even eight years "earlier", in terms of the decline of the American education system, I doubt BHO could have won either of his terms. Possible that Clinton wouldn't have been elected, either.

Yeah I would think no Carter would have the best results. Carter was terrible, but in many ways a continuation of Nixon. Our governance (price controls, EPA, DoEnergy, DoEd) was really bad in the 1970s. Carter had the effect of President Reagan. That was all he was good for.
