As the man lowers himself to the ground, one officer runs up and delivers a hefty kick. He stomps on the man as another cop runs up and delivers a kick.

Agreed. However this usually translates into a promotion.
I don’t think many including these so called police have adjusted to the idea that in this day and age of ubiquitous camera phones that anything you do out in public has a good chance of being recorded.
