because.... Article One Section Eight of the Constitution puts Congress in charge of Washington DC.

No, but it does permit federal law enforcement to get involved if they choose to. I grew up in the area and recall when DC had no city gov’t, Congress governed it.
I also question whether the FBI can just jump into any crime simply because it happened in the District.
DC is unique in not being part of any state. Congress rules it and federal law enforcement doesn’t need permission to operate there. They aren’t normally going to bother with local crime that the city force can handle. But it’s not surprising to see them interested in a high profile murder.
There are certainly plenty of federal LEOs in DC. More than 20 uniformed federal agencies operate there.
The point is what type of law was violated - local or federal - and a street robbery/murder is not a federal crime. The MPD investigates local crimes.
Do we know where Seth Rich’s body is?
Good question - I wonder if the parents were given access and allowed to have their own autopsy done.

It’s confirmed that he died in Wasserman Schultz’s district, and the circumstances are very, very suspicious. Head trauma, fully clothed, washed up on the beach.
At least one source says he was on the DNC Absentee Ballot Fraud investigation.
