Look up the Hague Agreement. Overseas adoptions are a thing of the past or darn near. FWIW... our youngest was one of the last groups that didn’t involve 5 plus years of waiting/redoing all the forms/waiting/etc.. Infertile couples can now view “open adoption” (and don’t get me started on that!) or using a surrogate. In rare.. and I mean RARE cases, they can try to find children via the state. However, most are on medications and have emotional/behavioral/extreme medical problems.
