It’s not that they don’t understand, it’s that they don’t care. It’s someone else’s problem - they want what they want.
I consider the owners as being willfully reckless. There is no denying the statistics. If an innocent person is injured or killed, the dog owner should be held liable and possibly lose every asset they have.
