Women's toilet facilities lack stand-up urinals or troughs and have separate stalls*. There is no way for your daughter would be exposed to the pervert's parts, unless he waved them about outside the stall.
*So I've been told. I have not visited too many of them! This is NOT an endorsement of their visits, BTW.
