It's hard to believe how self-deluded and arrogant some screwballs are:
"Once we have an idea about where the whales feed, how often, where they go and rest, we can use this to inform policy and management to protect these whales and their ecosystem."
Whales have been around for thousands of years. They will be here on earth long after humans have gone extinct. They have no need for "policy" makers.

All the sailing people I know around me, even the greeniest ones, know that they can spot more and more whales (and dolphins too) in the sea over the last decades.
But don’t expect the bablingsphere to reveal this inconvenient truth.
