Where can I purchase inexpensive but quality, black laser printer refill toner ?
The refill toner I've tried, that's sold on Amazon or ebay for my Brother HL-2270DW laser printer prints out dark gray.
Why not just make your own?

When you choose the print option when you go to print , are you checking the print properties first ? Make sure it is set on black and white and fine quality ( not express or economical printing. )

Applies to inkjets, and i hear you. For years i reinked my carts (since i was printing hundreds of pages), which came out to be about 1.00 per refill using bulk ink, but often the color failed, plus it was messy. Then i finally i did what i should have done, which was to research and buy the lowest cost printer using the largest cartridges.
I found that the cheapest printers require the most expensive carts overall, and among extra large capacity carts the HP 950XL Black Ink Cartridge (CN045W) cartridge was the largest i found, at 53.0 ml ((the standard cartridge holds 11 ml of ink ), and a 4 pack (3 color and 1 black) is as low as 9.00 + free shipping. The color cap. are Cyan =24ml; 950 Magenta=17ml; 950 Yellow=17ml)
And the cheapest printer i found that used those was the HP8100 (made for offices), which was 60.00 lightly used (had a paper jam) from Amazon (normally over 200,00 , but i see it used for 115.00).
HP says the black 951xl 53.0 ml prints 2300 pages, but which est. page yields are absurd for they mean 5% coverage, or about 6 lines of text .
But these 951 are large carts and print many pages, and the cheap Ebay carts have worked fine (hold down the top button/amber light for first print after installing, and after the first warning of low ink), and at about 2.00 per cart there is little warrant to reink.
Should have done this years ago, but thank God for good buys.
I also have a Brother Laser printer, since pastor Walter was at a place that was throwing two out. One had a bad drum, the other was out of toner, but together i got one working laser jet, and use 10.00 toner carts off Ebay fine. Praise the Lord for His mercy and grace. Matthew 6:31.
My business uses six brother laser printers and we go through 15 to 20 reams of paper a month. I buy V4ink or Linkyo toner cartages and drum kits from Amazon I’ve never had a problem with these brands.

My last toner refill was a 90g bottle of TN-450 compatible SOL Corp, non-OEM, toner that I bought on Amazon for $5, two years ago. It was the first refill to the half-filled starter cartridge that came with the printer I purchased new.
Ive shake-leveled the cartridge & cleaned the corona wire . The refill toner does not print as black as the original toner, and I now get long thin white vertical streaks through any large black print area.

My HL-2270DW only has under 2k pages on it. I bought it new in 2013 so my usage is low. Amazon has a new, genuine Brother TN-450 cartridge for $45. Its expected life is 2.6k pages ($ 0.0017 per page). Ill probably take your suggestion and buy that.
BTW, Ten plus years ago I bought some bulk toner from an eBay seller for a different printer. That toner was of dubious quality
Believe it or not, it came in a used plastic water bottle. My printer was a free-after-rebate laser printer, and really I needed to use it. So I poured the new toner into the cartridge. To my horror, I saw a 0.25 ball of what looked like sweater fuzz go into the tank
