Xi speaks English. As another poster said, many leaders speak English fluently but many also don’t like being caught speaking English. Their level of fluency differs but it is generally very good. Usually they wish to use translators in diplomatic settings to ensure that nothing was ‘lost in translation’ since it’s high stakes. It’s amusing since when Trump is speaking in English, Xi understands and then he gets to hear in Chinese as well as a double check. It also gives him more time to think on his response.

Putin can also speak English. Most European leaders speak English. It’s the international language of business and it’s the language of the only superpower. Also, it’s common outside the US to learn a second and often third language to a fluent level, unlike in the US where most schools pretend to teach for a few years and the students learn very little.

This prepares them for their future in the USSA where as workers they will pretend to work and the state will pretend to pay.
