Yes, and that info originally came out weeks ago, during Vault 7 release/Project Umbrage.
This hearing is not worth watching. They referred to the Russians of today as Soviets and did way too much history on USSR from the 30’s up until the present day. I guess they were trying to “inform” millennials, but this hearing was for nothing more than media sound bites.
I wonder how many cases in the U.S. were tried and had evidence of Russian or Chinese hacking? I would think those cases need to be reexamined. Maybe even a few laws.
