1976: Elizabeth Ray was ostensibly hired to serve as a secretary to U.S. Representative Wayne Hays. However, it soon became clear that her actual job consisted of providing sexual favors. That may have been just as well since, by her own admission, “I can’t type, I can’t file, I can’t even answer the phone.” Hays, the Ohio Democrat who chaired the House Administration Committee, saw his political career collapse.
