That video is pure propaganda. There’s no way they are refueling. That old bird can hardly fly, that’s actually a towing boom so another airplane can pull it along.
We used to watch them take off, huge clouds of black smoke poured out of the engines. I’d tell young airmen it wasn’t engine smoke, that the pilot reved up the engines and dumped all the clutches at once, and the smoke was actually coming from the tires. Many believed it.

It is water injection which gives the engines more thrust on takeoff. Also used on KC-135 aircraft.
Pain in the butt in winter in Alaska and Canada. While on ALERT status we had to drain them each night to keep the tanks from freezing and bursting lines, then refill them each morning.
