Is a "transgender woman" a woman who dresses up like a man or a man who dresses up like a woman?

That's what confuses me too. I have no idea which it is.

usually wen they say ‘trans woman’ they mean a man dressed like a woman- articles these day generally call sick people by what the sick people want to be called, not what they actually are- so if a trans man- it would be a sick woman who thinks she is a man- the article will also sate things like ‘he’ ‘his’ etc- when speaking of this troubled woman
