They are the N. Korean operatives who planned the attack. They monitored the entire situation near the scene of attack. Once it was complete, they hopped on the plane and left, abandoning the women who did the actual hit.

Local police were initially pursuing 2 women and 4 men. Women were caught. One of N. Koreans involved was also caught. It turned out more N. Koreans were involved. Four of them fled to N. Korea.
