It’s called intellectual stutter. It’s when a non intellectual (read dumbass) wanting to sound like an intellectual, deliberately stutters. Obama did that all the time.
He is never going to say he sees all the fallen heroes in the audience. He is not going to talk about the Marine Corpse. And when the TelePrompTer dies he can go on. He had no TelePrompTer at any of his rallies and did just fine.
