the problem is that the NSA has intercepts and transition time is a very grey area on what can be said to a world leader and can not...if the general said anything that can be interpreted as under mining the current president before Trump takes office it can be problematic if Trump try’s to use the Logan Act to shut down Clinton or Obama when they start to try and interfere with his foreign policy.
The Logan act is a fraud in and of itself. It would be laughed out of court in this circumstance and no one would even attempt to use it.
