Even if you wanted to — although you can’t — attempt to limit it to Putin Russia, Trump DIDN’T limit the scope of criticism of HIS OWN COUNTRY THE UNITED STATES.
Sorry, but I have yet to hear any reasoned argument to dispel the notion that Trump was equating killings in Russia to killings in the United States. Not one single reply has done so.

No, the question he was asked limited it to Putin. How many people do you suppose died in Lybia, Syria and Iraq because of the actions of the US government? How many died because of the Arab Spring our government supported? Is Putin responsible for more deaths than that? I would guess no.
