It seems to me that such action can’t accomplish much because:
1. Kennedy’s order applied only to FEDERAL employee unions. It doesn’t have anything to do with employee unions at the state and local levels — and it’s precisely at those levels where there are huge problems.
2. Even though Kennedy’s order allowed federal employees to join unions, and even though that right was later enshrined in congressional legislation, the federal unions have never been empowered to engage in collective bargaining over wages, pensions, etc. They can bargain only over personnel policies.
3. Anyway, to cancel federal employees’ union rights, Congress would need to pass new legislation. A presidential order alone can’t do the job.
