They don’t broadcast, in the traditional sense of the word. They are cable only, and not governed by the FCC the same as an over-the-airwaves station

CNN is cable. I may be wrong, but the FCC only has authority on over the air transmission.

You need an FCC license for over the air stations. All CNN does is provide programming to cable companies. I doubt the FCC has any jurisdiction.
