He can pardon for Federal crimes but not for state crimes or international crimes. I think the Clintons may rival Bernie Madoff for chutzpah and deception.

Reportedly, pardons have to be at least requested by the party in question receiving it.
The state of Arkansas has expressed an interest in prosecuting them. A federal pardon can’t stop that.
