The answer can be free-market healthcare that allows everyone to have healthcare.
Everyone has access to roads, yet, not everyone pays the income taxes, road taxes like vehicle registration fees, or gas taxes. Indirectly, they do.
Healthcare is a national concern. A healthy country is a stronger, safer country, just like a country with transportation is a stronger, safer country.
There are means to have healthcare without turning it into a socialist system, no more than our roadway systems are socialist. I suspect trump is looking at that.
