The President had no power to abolish slavery in the United States.

The President did have the power to strip indivuiduals and states engaged in unlawful rebellion of property used to support that rebellion.

He used it and then enforced it with the Army of the Tennessee.

A useful side effect of the Proclaimation was the final decision by the Brits and French that they would not formally recognize the Confederacy as a nation.
