I found another article that explained more fully that his mother has not provided documentation of sufficient US residency.

Because she moved to the UK at 13 and doesn’t have the two years post age 14 US residency that would provide automatic citizenship to her children born abroad.

And he has a minor criminal record.

Did the mother and son move back to the US and remain? The son finished HS in the US . Was the mother in the US while he attended HS?

There are not enough specifics in this article to draw any conclusions about the technical, legal problems.

From the article, “She took Kingdon, at the age of three, to the U.S. on March 19, 1979 on a visitor’s visa and British passport.”

So he was born in 1976

From the law, “For birth between December 24, 1952 and November 13, 1986, a period of ten years, five after the age of fourteen, is required”

His birth is within this range, five years post 14 is required. The two years post 14 requirement applies to those born on or after November 14, 1986
