Not clear here but when tested in the larger sense many of Jesus commands are for fellow Christians. Not fair you say? See point 4. 2) Some commentaries refer to this as nations and the reference is to Israel. 3) I am convinced We get in Gods way many times (not always) by helping people, They never get to the point of relying on God. Solving problems of others should not be an automatic response. 4)My point is discernment.

There have been times that I have helped some people, but there is some discernment involved. Such as when someone needed money for gas, I bought the gas. Some I’ve given extra groceries.

All depends on attitude.

I have a former life (that I shared with M.Kehoe) that gave me skills in assessing the motivations of street-folk.

If they are in genuine trouble, I will help....and I have.

If they are hustling for their next hit of narcotics or their next beer, move along.
