There had to be favors being returned - nobody and I mean nobody pays that kind of cash - repeatedly.
They expected and got something in return. Something that made their “investment’ worthwhile.
Maybe two years ago I had mentioned what an ingenious money-laundering scheme this was. HOW could you make it illegal? Conservatives and free market types would be the first to say that government has no business regulating the price of a product and that people should be free to earn a living.
There is no way to effectively legislate ethics or morality.
