Not a lawyer but...I remember a law class years ago discussing torts and the “right of quiet enjoyment” of your property. Sustained loud noise would be a tort violation for which he could go to civil court for a remedy. The action does not have to be illegal to be a tort violation.
Think of the citizens s who were able to make the city remove city owned windmills because of the noise.
