I like the idea, but I see a huge lawsuit potential. Yes, some asshat will sue, claiming that they are interfering with his ability to steal your bike. I have no doubt the asshat will win too. What a country.

Back in the 70's-80's there was a NYPD policewoman known as "muggable Mary". She would dress up as a homeless "bad lady", prostitute, druggie, etc. as a way of catching muggers and rapists. Sure enough, the ACLU sought court injunctions against NYC to end this practice on the grounds that "a mugger should know who he's mugging".
